There is no ideal way, no the only right one. <- This is one of the main themes in the CG by the way.
I'd like my kids to grow up into people who think for themselves more than anything.
Katase's underlings' reaction might be different, we know a bit more than nothing about him or his underlings. In general - I'm pretty sure they would feel bad. But how does it matter?
Also - Lelouch used the situation aroud Katase, he didn't use him or his men. And to be fair - he used the situation well.
