If Fate wants to be REALLY good friends with Nanoha clearly she needs to find a way to beat her up again, since that is what seems to trigger Nanoha's "lets be friends" instinct.
Of course Fate will end up having to suffer a Divine Buster / Starlight Breaker, but that's easier than the first part anyway...
