It's doable, but I expect it to be a tight fit if it was one cour. They could give some of them one episode, while the others get two on average or at most three. Ofc, if it does end up more than 13 episodes, that'll be the most ideal situation.
I was a bit surprised that they decided to include Tsukiyo and Jun, but now that I think about it, this helps gives the (hypothetical) second season more room, especially with the longer arcs (Tenri's and Yui's in particular).

They could fit it, but the pace of the show would be too hectic. But yeah, it's best to have it 24/26 episodes.
