Wow, is that for certain? I thought the whole reason why they had to deal with Mamoru now was that they were running out of time before his 17th birthday made him a full-fledged person under the code of ethics, and they had to make a decision that they had been wavering on ever since the library incident.
If there is still time before then, that suggest that his imminent disposal is either a test (or tribulation) for Saki, or else he's very recently been flagged as a threat for some reason.
