Alucard yes maybe savage monster but in the manga he has great respect and admiration for human beings but has his own version of what is a human being.

Like in brazil he called the cops dogs and does not refer to them as human he just considers them dogs unfit to walk the path of humanity and this was confirmed when one of them killed himself which to alucard was a very cowardly act he gave up so he was no human being to alucard. the very reason why he gave victoria the vampire gift was cause she proved herself a true human being by not giving up. as he said when a person refuses to give up he/she earns the right to walk the path of humanity among the speech he gave victoria about war and how those that shot and kill people aren't human

simply put alucard is savage but not mindless he is very wise.
