there aren't that much distinct quality that defines each level aside from a higher level presents more power and control to it.
Though the power changes drastically for level 3 - 4 - then 5
for level 1 its just visible
for level 2..... to few to note
level 3 are the ones who can actually fight. Look at tokiwadai
level 4 are considered monsters already on their own. A level 4 aerohand of Kongou send a freaking radio tower to stratosphere and Awaki can teleport the top of the building to crush you. Though there are weaker level 4 but instead of being more destructive they are more precise
level 5 just had their own level and complete different than the others.
If you analyze things there are possible results. Its either greater control or greater power. A perfect example is Mikoto and Mugino. Mugino has more destructive ability but Mikoto has the more versatile ability.
One need to sacrifice something to attain something.
Accelerator lacks range but pure destructive and Kakine .....
past kakine is limited on his 6 wings that are only 6 meters then it grew 30 meters but its strength isn't shown.... now the current kakine is just plain cheating. Even against Accelerator. Kakine can rape someone.
Awakened Accelerator has his own level which is totally different on level 5 too. Awakened Accelerator can rape reality just like the current kakine.
Both are indeed extremes of their own.
