Be wary of using the "urbandictionary" as a useful reference - it is regularly trolled and full of misinformation.

To be a bit more on target, "moe" is the *feeling* of protectiveness in a loving sense that swells over a person. A girl, loli, bishoujo doesn't "have" moe, she is not moe -- but she creates the feeling of "moe" in the observer. Subtle difference but its why one can have "moe" for a wide variety of people and things.

An aside, the term "moe-blob" is a dismissive term to describe a character that the user thinks is shallowly designed to evoke moe in the viewers.

Yes and "Houkago" means roughly "afterschool" so the band's name in English is "After School Tea Time".
