Thinking about the Phase 3, I realized there may have been something that hinted towards it being a derivative of the YF-23 in TE. This image came from Altered Fable, I believe and may have been what Kouki intended all along.
It makes sense now, those escorts are "Phase 3s", they looked different from F-22s and some said that they had YF-23 characteristics.
