There is a legitimate belief that it is intentional; after all, he IS an immortal follower. And as a magical dog who really wouldn't appreciate you avoiding finishing his quest to take advantage of his immortality, he would certainly want to be as much of a pain in the ass as he can. You are suppose to WANT to get rid of him; that's why the quest with the axe has that strange option.
