Well, if you'll ask me the way the characters were written and drawn are, well, just to tease - a prelude. They are certainly developing feelings, duh. Obviously, they cant show them as lovers, but they are giving very strong signals that they have this tension or passion which they are unable to categorize given the fact that they are young and new to that emotion. Surely when they reach the age and they can accept what they are feeling and not give a damn about society, they will turn to each other. One cannot deny strong feelings. But since this is anime or manga and there are limitations, we may never see them as lovers.
