Then why are there THREE great powers? Blackbeard was able to KILL a subordinate (and WASTE another) of an Emperor and escape. Not too mention Shanks (Emperor) was wounded by Blackbeard. I agree with you that Shanks and Mihawkl are heavy hitters in the storylines because the yare linked to Luffy and Zoro (the main characters).

Blackbeard gave the scar to Shanks when he wasn't an emperor, he was a little boy protecting Rogers ship with buggy when he was little, when blackbeard was part of whitebeard's crew,but whitebeard didn't know who gave the scar to Shanks, because he wasn't there, know Shanks is POWERFUL!!, he gives a warning to whitebeard that he wants to STEAL his title "worlds strongest man"

The 4 Emperor's are stronger than the 7 warlords, because it'll take half of the war lords to beat ONE Emperor and Garp said that the 4 Yonkou (4 emperor's) are close to ONE PIECE and they rule the 2 part of the grand line......

Yonkou = Shichibukai

Yonkou are the limit of pirates while WG has shichbukai+cp9 (which kuma said "who couldve thought that someone can beat rob lucci?" confirms that they respect cp power) and maybe some further monsters like sengoku-garp-aokiji...If yonkous equal at power terms to shichis, then there would be no pirates left around..

So are you trying to say that the Yonkou don't = Shichibukai but are stronger then the Shichibukai? Last time I checked the manga it was stated that the 3 great powers, Yonkou = Shichibukai = The Marines HQ. Then Croc got beat, & Now the balance is a bit diff from what it was before.

Besides the CP9 are not a world power, & have no need to get into the affairs of the balance.
