Me agrees with Dranz, Shanks would never become a Shichibukai, he would never ditch is own crew and begin to receive orders from the world government.
I'm dying to see the rest of the Shichibukai to see how they are also i am hoping to see a fight Luffy & Shanks Vs 2 Shichibukai that would totally rock.

It's said in episode 31 when Yosaku is talking about Arlong and the Shichibukai.

Quick question about Sichibukai.
I know they have 1 thing in common ... they all pay the government not to touch them. But is that the only thing those 7 have in common? Do they hang out sometime, or is it like a group of free agents that as someone said are government dogs.

They basically are sanctioned to "liberate" places from pirates and afterwards they do whatever they feel like. They're like mercenaries, except much harder to control.

Yes But Crocodile is breaking the law, because he wants to conquest a entire country and if the Marines knew he was the head of Baroque works they would strip him from his powers as a Shichibukai and put him in prison.

Currently, we know these are the people in the shichibukai:

Mihawk
Crocodile
Doflamingo
Bear
*Membei

I probably spelled his name wrong but if we look back to the Arlong arc, we can see yosuke ttelling Sanji and Luffy about the merman and such. Then Yosuke points out the merman Shicibukai, and says Arlong was his crew member or something. Then luffy happily claps his feet together...

Shichi Bukai or 7 weapons (of) sea.

They had bountys before they started working for the government but now bountys are removed. Ex-bountys serves as a power indicator.

No, they work _FOR_ the government. In return their bounties are of course dropped and they are free to keep whatever they pillage from the pirates they crush.

The amount of really strong pirates horribly outnumber them... and it's better to hire the strongest pirate to take care of the lesser pirates for them which is the job of the Shichibukai.

Yep. I think it goes something like this. Rebel Pirates >> the Marines == Seven Weapons of Sea.

It's a good deal for the Marines. You just have to forgive sins of few pirates. It saves some resources and strong pirates are killing each others. The only problem is incapability to control the 7 SeaWeapons but I bet there is another Bukai besides Mihawk that isn't evil. Jinbei the good guy would be silly .

We don't know all of them yet but so far we know Crocodile, Jinbei, Donflamingo, Bartholemew Bear or something like that and Mihawk.
