Probably because C.C. image has been built until that it seems weird for her to smile. Could be like Rei, not that she doesn't have a good smile but rather her 'normal' image somewhat prevents people from appreciating it.

Then again, I can hardly find artwork of C.C. smiling, fanart aside.

yeah, but they never get flustered, which Lelouch does all the time.

not to mention Yukana never switches between her Tessa voice and her mean C.C. voice in the show proper, unlike Fukuyama and Koshimizu going from cute to tough between their school and rebellion personas. >_>

I sort of wish she'd go into that really high voice at least once in season 2. I found the whole thing in the first magazine hilarious.

I'd considered her going to school, but that would probably draw too much attention.
