Sync (.avi) video with audio

I am noticing for a video file that the audio is little behind of the video(less than 1 sec). My questions are:

(1) How can I tell exactly how many miliseconds the video it lagging behind/ahead? When you go frame by frame on virtual dub, it doesn't play audio.

(2) How can I add/delete couple of miliseconds of blank audio infront of the overall audio in order to sync it?

(3) How can I delete/add couple of miliseconds of audio from the end of overall audio file?

1. There's an audio time shift setting under the audio switcher filter in Media Player Classic. Just experiment with different values until you get it about right

2 and 3: BeSweet, but it might be better just to change the audio skew (under interleaving) in virtualdub to improve the audio sync as it doesn't require recompressing the audio.
