Trollish answer: Well, you have cases where groups like ******* release a TBS-BS show in 720p (facedesk), and the DVD encode three months later at 480p looks exponentially better.... but thankfully, most groups do not encode shitty broadcasts from stations like TBS-BS and ATX in HD resolutions when they don't deserve it.
The real answer: a show that was produced in 720p and airs at 720p would be far better than the video quality a DVD offers. However, station upscales and fansub upscales most likely will not look better, and most probably look worse than DVD.

Also, DVD upscales will always look better compared to upscaled broadcast since DVDs are higher quality and also depending on how good is the upscaler is on the DVD player.
Also, there is other factors that can affect the video quality such as the encoder, the source the video is recorded, etc.
