According to the September 2009 issue of the seinen manga magazine Sunday GX, the 3rd season anime adaptation of Black Lagoon will be an OVA.

The OVA will be released in 2010.

The OVA adaptatiopn was announced in the September 2009 issue of the 4-panel manga magazine Manga Club Original (which will be officially released on July 18th, 2009).

These aren't really announcements. They were bonus mini-OVA features tied to the "It's a Runic World" exhibit. As far as I can tell, there has been no subsequent of full OVA episodes in production. Unless you have a source that indicates otherwise...?
