It sure looks like it, but I can't see any posts about it on anirena's forums. The tracker page itself shows no seeders or leechers on any of what they have hosted, and one of my torrents stopped dead earlier this morning.

It seems to work fine on the campus connection. I suggest doing a ping to the server to see if it's not something that blocking the connection (such as a modification of the hosts file). However, I cannot test any bittorrent traffic currently since I am on a campus network and it would be against the policy.
