If you want to learn more about using PS, there are a ton of LiveJournal communities about it, though the ones specifically for icon/avatar tutorials are probably easier to find.

I'm out of practice, though, so yeah.

And to keep this from just being a blahblah reply that could be replaced with "google it", here are some random freebie avatars I've done from Nagato fan-art:

My other attempts came out looking like utter crap. Definitely still getting used to this kind of thing again.

I usually get pictures from Gelbooru. All I do is crop them and change the colours, because I'm very, very lazy.

I'd like to point out that AnimeSuki does have Haruhi avatars included in the predefined avatar set located in the User CP under the "Edit Avatar" selection.
