I think that 4koma happens after he beat awaki. Chaos could provide a good explanation because he had already read vol 8.

Well there's not much I can say without spoiling the background story so here goes...

This happened near the end when Awaki was running away from Mikoto, only to run into Accelerator. At first she was terrified of him, but then realized that he no longer had his powers and was defeated by some guy, so she called his bluff.

Awaki: "HAHA! I've figured it out! You have already lost your computation capability and hence lost your powers! You've lost it completely! The you now, is no longer the strongest esper!!"

Accelerator smiled.

Accelerator:"Pitiful. If that's what you really think, then it's too pitiful, I almost want to hug you."

Awaki:"HAHA! Don't try to act! I'm allways around [that person]! I know about everything that happens in Academy City! You've lost your powers on August 31st, you're no longer [Accelerator]! I'm not wrong! Otherwise, why are you just standing there?!"

Accelerator said nothing, but kept smiling. Awaki started to feel nervous again.

Awaki:"...Why are you not saying anything?!"It's making me uncomfortable!!!"

Accelerator:"You're really pitiful. Listen, I'm going to tell you one thing. That night, my brain was severely damaged, you can tell by just looking at me, now I have to use a electronic chip and let others do the calculations. If I enter a place without signal, i can't have people calculate for me. The computation capability isn't even half of my original. and this toy has enough battery for only 15 minutes...."

Acccelerator stopped.

Accelerator:"...Ah, but just because I've become weaker, that doesn't mean you've become stronger, right?"

"And that's when the screaming started," the Misaka reported to her sisters afterwards.

Scenes like that make me wish there were good translations available for the other novels.
