Aren't there suppoused to be 15?
The last three episodes had to be aired on the web instead of on the TV. The problem is, is that Shaft is so understaffed that it's taken over half a year for these last three episodes to be released, much to the frustration to us die hard fans. They hadn't actually finished making these episodes. They still haven't finished making episode 15.

Well, the final DVD is set to be released on July 28, so we'll be able to see episode 15 before then. The thing is, the release of that DVD has already been postponed twice, and well knowing Shaft I wouldn't be surprised if they postponed it again.

Shaft more understaffed than AIC!? Kanagatari is faster than this and it's a monthly release.

I don't really get the comparison. What do Shaft or AIC have to do with Katanagatari?

Was comparing Shaft to AIC in terms of transparency. Katanagatari to Bakemonogatari in terms of speed.

To be fair, Shaft has other series to work on too and White Fox (for all we know) only has Katana right now.
