While I'd love to agree with you on Kyubey, theres just no character in this show better suited to give out advise then Homura. That monotone voice, deadpan attitude and doomsayer approach just fills her customers with hope! ^^

Homura thinks to herself that Sakura Kyouko would be reliable, and so she should get Kyouko onto her side. She recalls how Mami reacted (killing Kyouko) when she found out about the Magical Girls -> Witches thing, so she wonders if getting Mami out of the way first would be better... but she couldn't possibly bring herself to do that.
But then Mami does end up out of the game ("Not my fault! I tried, really!"), but at least Kyouko is on her side-- wait what the hell don't blow yourself up with Sayaka dammit!

So what's with Kyouko's sense of friendship for Sayaka!? (not that Homura has any right to talk). So that's out of the question. Homura can't afford to kill witch-Sayaka herself, based on the reactions in previous loops. She can't eliminate Sayaka before she becomes a witch or Madoka will be sad. And telling Sayaka the truth directly didn't work in the past.
So her plan this time: become friends with Hitomi, and arrange for the two of them to be chatting as Sayaka and Madoka are walking by. "Hey, Hitomi-chan, do you have a boy that you like?" says Homura as she desperately tries to fake her personality.
Hitomi admits she likes Kyousuke just as Sayaka happens to pass by, unnoticed by Hitomi. Sayaka later asks Kyousuke what he thinks of Hitomi and he says, "She's a pretty, well-brought-up, refined girl. I envy any boy who becomes her boyfriend." So Sayaka gives up on her wish and doesn't become a magical girl, and team HomuMamiKyouko goes in to fight Walpurgis' Night. Homura's feeling pretty good about all this... until they lose.
Madoka, knowing that Homura can redo it all if she becomes a Magical Girl, contracts with Kyuubey much to Homura's despair, and the loop starts again.
Oh yeah, in the meantime philosophical discussion with Kyuubey about why his race must turn the fall from hope into despair into energy, instead of the other way around. "When you contract with us your wish is granted immediately, is it not? Doesn't that constitute a rise from despair into hope? If we could not make up for that expense later on we'd be going contrary to our objectives. Besides, hope is an awfully unstable emotion. Far too unreliable."

Homura ain't taking any shit this time around. Even if she doesn't prevent Sayaka from joining them, their combined forces probably wouldn't equal the power of Madoka by herself. Therefore...
The first day after her transfer she becomes all buddy-buddy with all the girls in class, acting friendly instead of cold as she did in the first episode of the anime. And once she's the most popular girl around...
