Because there are neurotic members who go out of their way to harass those who poorly rate their signatures & avatars? I'm not going to name any names, but you would be surprised at how low some people will go to make you feel like shit for poorly rating something of theirs, or their friends! I suppose sorry is the best way anybody can convince their fellow members that they don't say what they do out of maliciousness!
