It has always been like that, it's nothing new, DEEN makes money out of fanservice.
I don't get why people still react surprised about this or find it odd.
This is one reason why I don't like DEEN or any fanservice, it cheapens characters a lot and that on official basis. I don't care about fanmade ero.

Yes, but not to this extent. And as far as fanservice goes, the first episode of Rei had a bit of it but it wasn't anything like this.

Yeah, but remember the bonuses for Rei? Dakimakuras. None showed any explicit parts, but they were as close to it as they could get without showing. So the OVA will probably not be super dirty either, just because there's a dirty image accompanying it.

Yes, but those were in the bonuses, not in the actual OVA itself.

Those sample contents are also just covers or whatever, they don't show up in the actual animation.

I've only read the VNs, so I would've never expected that either..But that does kind of make sense, seeing that Hibari-13 was one of, if not the most, persistent and arrogant soldier who actually didn't rush into things as quickly as the others did ^^;
