Ghost Hunt - that's all I got. It does get creepy at times.

Mermaid Forest has some episodes that are pretty creepy and has a very dark atmosphere in general.

I'll second Ghost Hunt. Also:
Higurashi no Naku Koro ni - obvious choice, but it fits well. Perfect Blue - Doesn't quite match your examples, but definitely creepy. Vampire Princess Miyu OVA - Has a good, dark atmosphere. Requiem from the Darkness - One of the most disturbing, dark series I have seen. |

Boogiepop Phantom and Ghost Hound might also qualify.
