looking for some specific comedy

i'm looking for some comedy anime with some plot like Ika Musume and some with heavy plot like penguin drum. but not no plot comedy anime like lucky star

I haven't seen either of the shows you mention (other than Lucky*Star), but Oh! Edo Rocket is an excellent satirical comedy about political repression wrapped in the guise of a sci-fi story set in 1843 Japan.

If you're ok with witty and dialogue heavy driven series that comedy and plot to them then both Bakemogatari and Katanagatari are both good choices .

Other series I'd say you should look at:
Steins;gate [it balances plot and comedy similarly to penguindrum]
Kami nomi zo Shiru Sekai
Suzumiya Haruhi no Yuuutsu

I'm confused, you don't want Lucky Star but is ok with Ika Musume? Both have the same style of slapstick comedy.

Anyway, Keroro Gunsou [Sargent Frog] is the closest to Ika Musume in setting as far as the anim/manga goes. Gintama is also a good choice.

at least Ika Musume have some plot and i found it funnier

For newer title, Sket Dance is pretty good as well as Baka to Test to Shokanju

Question, have you seen K-On yet? What's your take on it?

I'm think I have gotten your view on "plot" but I need a little more information to nail it down.

Try Working, K-ON, Dogs Days, and Kampfer. They were funny and interesting in my opinion.
