It's a future character. I think she appears in the third volume's arc.

Just look at her outfit from like any episode before the ending of the last and then look at her outfit at the party in episode 13. She's wearing the guys top still but the female uniform is underneath.

that guys top part doesn't change which make it hard to differentiate
