Not too sure if it's too late but I just happened to come across this thread.
Rosario + Vampire : I'm not sure if it's THAT rural but it's still good. Mashiro-iro Symphony is one of my favourites!

俺たち は リトルバスターズ!

Hanasaku Iroha- When her mother runs off with her latest boyfriend, Ohana Matsumae is sent to live with her grandmother, who she has never met nor spoken to. Her grandmother is not pleased to find Ohana on her doorstep, and sets her to work at her Taisho-era (1920s) hot springs inn. It's not a lifestyle that Ohana would have chosen, but she decides not to be discouraged and to make the most of her difficult circumstances.
maybe not all about romance but a pretty good show in rural setting |

Zomgz my thread is old! Well, it doesn't hurt to keep it up cuz I'm always lookin for more. Already saw Rosario, but Mashiro-Iro Symphony looks really good.
Not into manga whatsoever btw xP, or reading as a matter of fact. Watched Asu no Youchi at least 3 times since it released, great series. Been MEANING to watch Hanasaku Iroha, but for some reason never got around to it. I was told that romance did play a major part in it though.

I'm not much of a reader >_> Started watching Mashiro and I love it! It's not technically rural type anime or a transfer student from far away, but it's got high school romance and stuff which is what I like!
