No, there are 2 war-level magicians in Japan. One of them is registered to public and known as an Apostle. She's the head of the "Gorin" family (5 family) and is handicap seated in the wheelchair. Her power is call "Deep Abyss" and can be used only in water (I don't know what kind of power it is either, maybe summoning Cthulhu).

There are around 50 war-level magicians around the world. Only 13 of them (now 12 since Tatsuya killed the poor Chinese Apostle who didn't even get to show off his power with Material Burst) are registered to public and thus called 13 Apostles (now 12) since the remaining ones hide their ability.

From the spoilers I've read up until now, another Apostle infiltrate the 1st school (enrolled) to investigate about the cause of Material Burst. Her name is "Angelina" aka "Lina". While she is registered, her real identity is still unknown (she goes by name "Lina" when in mission thus she conveniently transfered to the 1st high school, and called as "the girl whose beauty is no less than Miyuki". She is from North America (in this world USA and Canada is the same country, while China and Korea is the same country too). She is the leader of some secret military squad and rank "major" (Tatsuya is only "captain" but well, ranks are pretty much meaningless for war-level magician since they seem to be far more important than a general).

She got defeated by Tatsuya though Tatsuya didn't kill her. I don't know what her ability is either but it seems like she uses spell to change her appearance when on mission (as well as wearing a mask).

That's all about I know. I wish whsie and raptorfalcon would give us more spoilers. But it seems like they haven't finished the 4th Arc (Past Arc or Bleach Episode) yet. Lina appears in the 5th Arc.

IIRC, the test for the practical tests three areas- magic speed, magic scale, and magic power. In reality, Tatsuya is the strongest for all 3 area in the whole school, but due to various reasons he can't reveal it.

In magic speed, he can technically release his magic instantaneously due to the chip, but he isn't allowed to do that. One, it would be extremely glaring if someone is THAT fast and second, he is someone who could just recall the magic in a moment without the process. The test wants to the person go through the magic process and then release it. For someone like Tatsuya who already has the magic ready to use, he has to process the magic, go back and see how it's created, and then restart the magic process to create the magic. Whereas he normally skips the extraneous steps and gets the end product right away, for him to release the magic the way the school wants, he has to take extra steps, which is why he tested so poorly on speed.

In magic scale, his scale is larger than anyone can imagine but...., it's off-limits. He needs family and military approval.

In magic power, his magic is deadly. The most deadly in all 9 schools. Problem is, it's also off limits... because it's a military secret.

Talk about having everything align perfectly.

in practical terms, material burst is literally a matter-antimatter explosion. There is no such thing as a weakened version, the power output would depend entirely on the amount of matter converted into energy. Likewise, tatsuya doesn't have any control on the explosion itself, so using it a close range would get himself caught up in it

by weakened version I meant that he could use it on a dust particle or something to take out a building. It was just a theoretical statement because I wanted to know if the third eye CAD was necessary for activation, or if it just helped him aim.

I was already familiar with what it is.

The problem is that it is just much more practical to use his regular disintegration when the target is that small. There are no shockwaves and he has complete control over the damage.

That's something I don't understand as well. If you ask me, it's probably time. The things with Tatsuya's Divine Left is that it allows him to restore and regenerate an object, human, or injury the way it is at any time within a 24 hour time limit. In all likelihood, he received a lot of his scars from before he had a proper grasp of regeneration and as such is outside the 24 hour rule. After all, he was recognized as a defect early on and experimented/surgically operated on at the age of 6. He most likely did not really understand his own abilities yet.

Also, as great as divine left is (and maybe someone can better explain this), Miyuki heavily disapproves of him using it to save people. When the other council members thought Tatsuya's healing magic was temporary (because most are), Miyuki rebutted by stating that the heal is permanent. After some explanation, the other members got excited, but Miyuki still had a very dark face because in order to use it, Tatsuya had to access the 24 hour information on the object and human within a moment of time and then rewrite/regenerate the information to the way it was before. In other words, a soldier's pain from combat are all sent to Tatsuya's mind within 2 seconds. It's like a super-condensed level of pain each time Tatsuya heals.

I can see why Miyuki would be so upset. Feeling the pain of your arms being blown off or being burnt or the stuff is a lot for a human mind to take. She doesn't want her Onii-sama to feel that pain.
When you said the council, you meant the student council right? That means that ability of his is now leaked to them

Hes hard to kill, but he can't regenerate instantly fatal injuries. As for Tatsuya's scars, I have only speculation on my part. They probably blocked his magic somehow when they punished him, or the damage was done before his magic had gotten to the level it did.

Only partially though. When his superior, Kazame, and the others came in the VIP room, everybody in the room was nervous. The major walked toward and then stopped in front of Tatsuya who was acting all nervous. The major addressed him as "captain". Then Fubiyashi (not sure with the name) said that information control was "released". Immediately, Tatsuya straightened up into a military posture and replaced his nervous face with a serious, stern look. Everyone in the VIP room but Miyuki was shocked.

At this point, the others only know of his military background, but not his abilities. They only understand Divine Left after Miyuki explains it when Tatsuya used it on one of his classmates who was fatally injured. Miyuki didn't explain the far more destructive Demon Right and she certainly didn't talk about Material Burst.

well, in short
Isori Kei; a fiance of Kanon, a CAD engineer like Tatsuya, second year. His family is one of hundreds family. He got shot in the back, fatally wounded, he'd be dead if Tatsuya didn't help him on arc 3.
Chiyoda Kanon; 2nd year, prefect, family also hundreds family. Isori's fiancee. Her magic, "Mines Creator".
Kirihara Takeaki; 2nd year, the guy from volume 4, her specialty is sonic blade. Leg got cut off on the same attack as Isori above.
Mibu Sayaka, 2nd year, also from volume 4 or so, Kirihara's girlfirend after that.
