Back to tech: Is the shield physical in a sense? As in could you hold your hand out to an IS and feel the sheild?

They're either selective or activated on certain time. Else two I.S. in close proximity will fizzle.

I am certain you can touch them at least when it's activated/reacting, as for your safety and survival... dunno. From what we can see so far, the shield shatter the bullets.

I'm not sure about why then need to take their I.S. in a shopping trip however... but at least bringing them ensures it's and your own safety to a degree.

They activated it while they were in a water park. No legal problems whatsoever for IS activation other than the damage.

Well, I prefer to dismiss that as the same damn thing.

1. They use I.S. and fight in a heavily populated Area.
2. They use experimental I.S. OUTSIDE I.S.A. without authorization. They should reveal about the technology.
3. They use I.S. to resolve personal vendetta outside arena

There's nothing short of heavy governmental conspiracy to make it viable, and even then it's not guaranteed to save them from viral networking (person to person). Put it short, please just use the mantra.
