Well I can't see too clearly the text in the left either, but she's telling Nanoha and someone (her husband maybe) that they don't need to worry about the store. The part that I can't see clearly is probably something like, 'That's enough! blahblahblah'.

It's called flanderization. The original author's complex character concept that included both plot device functions and fanservice is reduced to dignity and cuteness by the crazed fans.

Of all the promotional fanart between the three Aces during the StrikerS run, Fate usually was put in the skimpiest/sexiest of outfits. Such as the lacy black underwear, or the catgirl outfit.

Personally, I am not fond of the recent official arts for Fate. Cynically speaking, it feels as though a lookalike porn star was hired to pose as her in some of the arts.

I like sexy cute, or sexy badass. Not... shameless tart, or something to that effect.

Maybe I interpreted her character all wrong from the first and second season...

If we're referring to Vivid artwork, I'm fairly certain all of the characters are sexualized in it. If we're referring to Megami/Nyantype poster art, I'm fairly certain the official art as of late has been less provocative than they used to be...and when they're not, Nanoha is right there with her, looking just as skimpy...

Fate's usually in a 2-piece while Nanoha uses a one piece (bathing suits), but she's not wearing a thong and two-piece bathing suits are common, even among children.

I'm more talking about the anime, actually.

S1 and A's had Fate in a glorified swimsuit, with sonic form ditching the glorified part. StrikerS Fate was better of, until she went shin sonic form and leaped straight back into swimsuit territory.
