In terms of interaction ise has supposedly interacted with ross the most... she is his teacher they see each other at school and at ise's house she also teaches him at home as a tutor.
Just because in the ln it shows us ecchi scenes with kuroka and her teasing ise twice it dosnet mean she has a higher chance. On average it's common sense that people who interact with each other for longer periods of time will create deeper relationships so i believe that ross will follow the pattern of the gremory team girls and fall in love with ise.

Guys just for remind you. Ise is different from the other dragon user from what we know.Ise is the only one that can breath fire he is the only one with a dragon arm.
Also ,in vol 8(if i remember right) they point out that Ise become more and more dragon like. I think it's more a joke than anything else. The real meaning is the end of the first part and not the begining.

I kind of hope he loses his memory

and gets revived as a new being (half-dragon), since the evil pieces are taken out, and maybe have 2 sacred gears.

2.I have to admit I'm really tired of people that want mermory lost and waste 11 vol. Why people want this stupid pointless drama is behind me.
Sorry if it seems rude it was not my intention.But after read memory lost more than one time when there is no point for something like that .Anyway the next arc will star in vol 14 next year.
