Was there such a rule? Then how come magazine scans are fine? They're essentially the same thing.

EDIT: Okay, there is, so I guess it would be fine if I just cropped it so it's the individual images rather than the whole page.

You seem to be scanning at 72 DPI, try upping the DPI settings of your scanner to 300. Also, toy a bit with the levels in photoshop to make the colors deeper.

Actually my scanner's default setting is 200. I tried it at 1,200 (2,400 gave me an error) but it still looks grainy as hell.

The problem with that scan is just to unsharp mask I guess. There should be an option in ur scanner which could unsharp mask. I played around with the settings a little when I tried scanning the illustration book, had that kind of problem too at first.
