^Actually, smoke IS partially made up of gases, so he's not really mistaken here.

True. It's not like Smoker is actually Asher or some name indicating that he is only made up of the solid particulates that are found in smoke. So there are gases to be found in Smoker's Logia state.

Still, Caesar hasn't currently shown the ability to affect the various gases in a human body (he has adequately shown that he can affect the gases going into a human body), so I am unsure that he would be able to actually control the gaseous part of Smoker. And, even if he could, Haki would probably account for that problem.
