I read about this "want development" all the time, but seriously what kind of development that you guys want

Its only cocktease echii manga a la TLR afterall, I'm reading this for what it is.. why disappointed if the protag always got cockblocked, that's like the point of the genre

Don't forget about Asahai in chapter 22 and the short couple chapters that followed. I know, the prey (Terumi) is suddenly become the predator. It's nice to see he grew a pair, to say the least.

We won't be surprise if the next chapter would be another tease...
If he manage to turn things around after his somewhat attempted rape and manage to score as for the next or two chapter then he really is something...
But if got turned down just like with the cousin... wonder what would Kauruko said to him by then...
