In novells it was not told about it as far as I remember. It was told about his deformed smile, a look, a body. But it was not specified that he has an ugly or deformed person. His face sometimes is exposed to distortion because of a mimicry, but it not ugliness. Especially on official arts his represent nicely in many cases, the rest is a mimicry.

Another Comiket ongoing on in my country.

This time there are 4x 1/8 figures (2 Misaka, 1 Kuroko, 1 Kongo), sadly all too costly for me.
Another railgun chibi figures, got 4 new ones - Saten in Tokiwadai Uniform, little Uiharu, Komoe and Kiyama
And got one random for free and in the box was yet another Saten

(you can never have enough Saten).
Also there was Railgun manga (eng) vol. 1.
And a lot of Index S2 posters (last time it was all Railgun).

The Raildex plague is certainly progressing well

even in Europe.
