I should give you the long answer to this one. No every avatar (or signature) need a border but even a discrete one usualy help. Essentialy a border serve the purpose to mark the separation betweem a picture and it surrounding. A pup-out avatar withous it's border will lose pretty much of it appeal as a pup-out ava. Avatar from the one used by RRW wouldn't need a border ( or could even look silly if they had one) but thoses are pretty much the only one than wouldn't benefit from using one. Of course others may have other opinion on this.
