I doubt anyone with such a phone would try to help because it's personal information that you're handing over to an unknown.

Not just that. Its very likely, that the phone number is meant to have a means to hold you to account should something happen with the account (like late payments etc. - the number might be used for billing even).

I doubt anyone would want to take responsibility for kantou's account. And if it is a local (national) provider of smart phone apps, it most likely won't work with foreign cellphone networks anyway.
