Then why isn't it built underground in a collapsing underground bunker to redirect the blast upwards and bring the roof down so as to stifle the oxygen (the workers die a horrible death though, but at least the rest of the city is saved)?

Civil/Military engineering 101 - when you can't afford the time or money to buy the expensive damage-control and fire retarding equipment for your arms factory, at least build it underground with a collapsing structure.

Unfortunately, in most cases life is cheaper.
