About friggin time, I never get the appeal of the whole thing, it's about as pleasing to the ear (and eye for that matter) as the nyancat on an endless loop.

Then why isn't it built underground in a collapsing underground bunker to redirect the blast upwards and bring the roof down so as to stifle the oxygen (the workers die a horrible death though, but at least the rest of the city is saved)?

Civil/Military engineering 101 - when you can't afford the time or money to buy the expensive damage-control and fire retarding equipment for your arms factory, at least build it underground with a collapsing structure.
