freewsoftware for editing pdf?

I know there are so many free software for converting pdf or even create pdf from like Microsoft word etc, but is there a free software that can create a menu on the left hand side? I want to merge several pdf files into one so that one file has several pages. Then I want to create a menu on the left hand side. When I click on the menu, it brings me to that page right a way. I search several freeware but they only let you type, it doesn't create a menu like that. Does anyone know? Thanks.
