Kind of a slow chapter for me, though I'm glad that this was another "just as planned" moment for Keima. Something about him getting raped by a little girl his physical age just doesn't sit well with me...

In Keima's defense, I'm not sure if Urara counts since she's a child.

Also, I did it strange that Urara could overpower Keima and pin him down completely despite the fact that they're (physically) the same age.

Girls grow faster than guys before middle school for sure. It wouldn't be entirely surprising that Keima, who was probably weak for a guy in the first place, could be overpowered.

They're seven years old. Neither guys nor girls are experiencing growth spurts shown during puberty at that age. Before puberty, both genders are at roughly the same strength. Even if Keima is physically weaker than normal, he shouldn't be overpowered completely. This isn't like in high school, where everyone his age has had another decade to grow and exercise to increase their strength while Keima is left behind because he chose to play nothing but video games.

But even if that is true and Keima is significantly weaker, his actions still do not match his personality. In case where he has had to deal with direct and proactive girls like the current Chihiro and Yui, he expresses his trouble with adamant refusal and panic. Against Urara in this chapter, he concedes to the point where he is willing to strip naked. Considering that was Keima's idea, the hints that it was his deliberation all along are there.
