Just reread a few fine things and you'll see that Tsugumi fits to Rakus memories of the girl.

Raku - Doesn't remember her name
Tsugumi - Was an Orphan that had no name.

Raku - Doesn't remember the looks of the girl
Tsugumi - Had the looks of a boy ever since being little.
Or:
Of course Raku wouldn't remember what the girl looked like if she looked like a boy.

And in the chapter where they studied, there was an emphasis on Tsugumi's beauty mark.If there's an emphasis it means it'll be important at some point.
As in see it like x chapters from now:
Rakus father: I don't remember much about her, but one thing that stood out to me was she had a beauty mark.
Or something like that.

And if you think about it:
He has feelings for Onodera but he's WAY obsessed with the promise.
IMO the best character development for Raku would be to stop relying on a childish memory and promise and following his heart.
That's why I think Chitoge isn't the promised one but the one Raku ends up with due to following his heart not the promise.
And even then, Tsugumi is the perfect final love rival seeing her relationship with Chitoge, thus ending up:
Rakus childhood promise - Tsugumi vs Rakus true feelings - Chitoge.

I'll see it as waaay to predictable if Chitoge IS the promised one AND Raku falling in love with her.
Theres just no final twist it in this manga full of twists.


However, thats just my take on it.

This manga does have a bit of Fridge Horror when you realize that Raku and Chitoge's families are criminals, likely dealing in murder and drugs and that Tsugumi probably killed more people than she can remember.

Well, that is in the real world view. As long as the girls are attractive and has a good personality, the Manga world wouldn't lose any sleep over it.

Not only that, they can easily shooting in the public. They don't even give a damn about the country's law
