Well Kosaki WAS in the area back when raku & chitoge's criminal families met. I don't think they've showed her father yet either. Bet he looks like Bryan Cranston.

I was kind of disappointed. Wanted a real kiss so that Tsugumi would at least be somewhat closer in the race, but after this chapter she is still clearly lagging way way behind everyone else.
