What? No, the second user is Rikka. The statement refers to why Rikka picked up her chuuni identity.

No, you're wrong. The summary explicitly says that Rikka is out of Yuuta's reach when he is told about the Eye's origin by this second user, and after being aware of this info he goes to search for her. So it couldn't be possibly Rikka.
