That's from the anime True Tears one of my favourites. The character in the picture is Hiromi Yuasa. Hope that helps.

Off the top of my head, I think it's from the Vampire Twins arc where Balalaika and Hotel Moscow start their revenge operation.

EDIT: Just checked, it is. The scene is in episode 14, about 14 minutes in.
