They've already hinted at it, but it likely won't be announced until the end of the first season (as a "to be continued", just like with Clannad After Story). I think, in that scenario, Fall 2013 is quite likely in order to keep the momentum going (because it's not like the game is "on-going", unlike Index/Railgun source material).

Having thought about, I don't think spacing Index away from Railgun reduces the chances of Index II being rushed. It easily possible that J.C Staff rushes the anime due to other projects.
So if the chances of Index III being rushed is going to be same regardless, I rather hope it comes out sooner than later.

That's not how it works- JC Staff have different teams working on different projects.

True. But that doesn't prevent J.C. Staff from mismanaging or overworking them. I'm sure the team for the Index anime doesn't just twiddle their thumbs between season. I think Index II being rushed had less to do with Railgun season 1 and more to do with how many project J.C. Staff had that year.

They don't exactly stay together after the project is done, a number of them aren't even from JC Staff.

Is Mitsuko Kongou going to play a larger role this season than the last? I enjoyed Minako Kotobuki's performance last time and would like to hear more of her work as this character.

Unfortunately I don't think so. She does have a decent role in the current arc, but it looks like the anime will happen before the current arc is finished so I doubt it will be shown (as much as I would like it to happen). I think she will have a similar role (and maybe even less than before).

I wonder how they would even introduce her in the anime if they were to do the daihensesai arc considering the differences between the manga!Kongou and anime!Kongou? Maybe just skip that scene altogether and find a different way to introduce Misaki?

I don't want them to skip Kongou's scene!!!! she is one of my favorite girls in railgun. Its stupid to skip here scenes even if the anime Kongou is different from manga Kongou.

Wow, that doesn't sound like good news. I take it she's lower priority partly because of her lack of popularity (and the fact that she's a side character in the original light novels, even though the author is well known for making too many characters in the first place). To add insult to injury, Kongou isn't well-represented in fanworks either.

Oh well, what else is Minako Kotobuki going to be in for the foreseeable future?

Even if it's 2 cours, we still wouldn't know if they would go into the current manga arc until they finish the Sisters Arc.

No issues there, an anime exclusive arc like back then would more or less guarantee her appearance, considering how the guys in charge want to show the cute side of the series so much, that is. If not, ... I still have some experiences when it comes to running away from authorities ... if you know what I mean.
