It's called 3d Custom Girl. You can download it online, though there's a lot of mods if you want to make it more interesting.

Or the even simpler explanation, Rein was "born" in MC 067. During StrikerS she was about 8 years old. Right now she's 14 and going through puberty.

I'm sure their settings can be tweaked to incorporate such changes, just like how they can change sizes.

Though it wouldn't discount it simply being an error on Yukari Higa's part. She does mess up on proportions sometimes.
