It's not require for it to be open to all male students, but rather just need a reason/excuse to be there in the open.

It's not an absolute free-pass of course so you'll still have your stealth elements.

Considering how hardcore Bauer is, he would not doubt crossdressing if it was useful and he could pull it off (he couldn't so he wouldn't, but that's Bauer's case)

Anyway, looking into Kuroko's hairdresser, he might work in School Garden. I tried to find some definite confirmation but seems like there is none... Yet it would make sense for his shop to be within it given how important the DNA security is...

So maybe Touma passing himself as staff could actually work...

About the School Garden...
According to this: To Aru Wiki-School Garden, any regular student can enter either via invite or some other form of permission. I don't think there really is a gender restriction but I don't know how accurate the info is.

There are at least 2000+ cameras monitoring the area so I believe that sneaking in would be quite difficult although considering how easily people seem to be able to enter District 23, I don't think security would be too much of a problem....

^I forgot that only the internal dormitory was within the School Garden (internal...duh). But Kamachi wouldn't stoop so low to do the cliche trip and fall routine. I'm sure she'll be added to the harem in a far more classy way.

In the Railgun manga, Etzali explicitly mentioned that guys are not allowed in School Garden, when Mikoto said she was planning on going there with Kongou, in reply to his self-invite.

So at least School Garden students cannot invite guys.

If there's a way for male students to be allowed in, it's gotta be another way.
