The skirt doesn't really mean much when it has a large gap in front so she's flashing her crotch to the world on a constant bases.
The outfit itself was designed to be a sexual design. Don't forget her mother was a sadist and probably got a kick out of dressing her that way. |

1.) That outfit looks way less provocative then the one Stern was wearing. It's not much different from standard zettai ryouki. And in the original series, the gap of her skirt is blocked by a piece of her attire.
2.) Linith created bardiche, and Fate came up with the BJ design herself. She probably just thought it looked cool. Perverts are the ones that over sexualize its design. |

Fate designed the thing herself and she was like 7 or 8 at the time in normal standards because in reality she was 4 or 5. Gorl didn't even had the insight to know what "sexual" means so i'll go with the aformentioned theory that she just tought it looked cool. Which actually makes sense by they way, if not, what other purpouse the cape would serve, even in-universe characters fawn over how cool and dashing she is while others mock her for trying too hard to look like a cool hero.
I was averse to her Impulse Jacket in StrikerS at first but it grew on me over time as it felt like the natural evolution of Fate's self-image: the one of righteous hero.

Exactly. And it doesn't help that as the franchise progressed, her outfits got even more revealing. Just look at her movie outfits compared to her Original one. It's both more revealing, and even Fate's physical design was changed.
Now even young Fate In 2nd A's now has far more of "DAT ASS" going for it then the original when you compare the line arts/design materials, etc. Also no sexualization in my Nanoha? Vivid would like a word. Also Vita is the best papercraft messenger ever. Spoiler for size:

And if we exclude that train wreck that is Vivid, Nanoha does in-fact have more fan-service scenes then Fate ever had. There was a ton of it in the 1st season. There is no in universe anything. As Laevatein said, their outfits were designed by an art designer inside of a studio, trying to draw something appealing to otaku because it generates MONEY. It applies to any character in any fictional franchise in anything. |
