I don't watch that much shojo either but from the shojo I did see, there is plenty of wish fulfillment for both genders. While I mostly associate fanservice with males, there is plenty of shirtless scenes that women can sink their teeth into.
I guess you never heard of Shinjou Mayu and probably never spent single minute reading something like Hot Gimmick and Diabolik Lovers for examples. They may complete alien to those non-shoujo fans but to shoujo-loving women they very familiar with it as much as Naruto and One Piece to shounen-loving guys. Lots of women can't shut up to see how girls and women are depicted in male-oriented shows but at same time shoujo mangas which are no better and even worse(sex object, sexually submissive, etc) they stay silent and pretend they never existed.
